Government Funding Deadline Quickly Approaching

As we approach the midpoint of the 2025 federal fiscal year (FY), the federal government continues to operate under a Continuing Resolution (CR) set to expire on Friday, March 14.

For the Department of Health & Human Services (HHS), the current CR maintains FY 2024 funding levels for its principal operating divisions, including the Centers for Medicare and Medicaid Services (CMS), the National Institutes of Health (NIH), the Health Resources and Services Administration (HRSA), the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Administration for Community Living (ACL).

Ahead of the March 14 expiration, Congress has three main options for the next steps:

  • Agree on top-line funding levels for all 12 appropriations bills and finalize detailed House-Senate conference reports governing nearly every federal department.
  • Determine that full-year appropriations are not feasible and instead pass a CR to extend federal funding through the remainder of FY 2025, ending September 30.
  • Fail to reach an agreement, resulting in a federal government shutdown.
