Speakers
Monique Nolan, MD, is an attorney at Arnold & Porter with 20 years of health regulatory experience in the government, private and nonprofit sectors—including more than a decade in the US Department of Health and Human Services (HHS) Office of the General Counsel, where she focused on the Medicare and Medicaid programs administered by the Centers for Medicare & Medicaid Services (CMS). She advises on a broad range of healthcare regulatory matters involving Medicare and Medicaid policy, coverage, coding and reimbursement across the spectrum of healthcare products and clinical services.
Matthew Fullen, PhD, is an associate professor at Virginia Tech where he teaches in the counselor education program. Dr. Fullen's research, teaching, and advocacy focus on the mental health needs of older adults, with an emphasis on addressing gaps in Medicare mental health policy and developing programs to enhance resilience & wellness and prevent suicide among older adults.
Serving as a research consultant for ACA and as chair of the ACA Public Policy and Legislation committee, Dr Fullen has been Instrumental in the passage of the Mental Health Access Improvement Act which will provide greater access to mental health services to those in the Medicare population.
Kristine Blackwood has been counsel for Arnold & Porter’s legislative and public policy practice since 2015, bringing over 21 years of public service in senior positions in both chambers of Congress and two cabinet departments, where she focused on federal health care program oversight and health care policy. Kristine provides strategic counseling, coalition and advocacy campaign support, and direct lobbying services to help clients achieve their legislative and regulatory goals. She served in the Office of the Secretary of Health and Human Services (HHS) in the Obama Administration where she was responsible for leading the department’s strategic response to Congressional oversight, audits, and investigations, including of the Affordable Care Act (ACA), Medicare and Medicaid reforms, the Indian Health Service, mental health reform, emergency preparedness, scientific research funding, the FDA drug and medical device approval process, and a host of other HHS programs.
