Supporters of the bill confirmed that it would be left up to the States whether or not Medicaid coverage would continue to include mental health care.
The requirement for mental health coverage is one of the more likely to be eliminated by States as the overall Medicaid payments to states decline, as mandated in the bill. Millions of Medicaid recipients would likely be affected by the loss of coverage, as would counselors who now treat them.
